Whether we are looking at why we must change, or how education has changed or even how education will change, change affects all of us involved in language education in many ways. Administrators, teacher trainers, teachers, students: we all wear many hats and we all come face-to-face with change, sometimes on a daily basis. Positive change is about improvement: improving proficiency, improving lives, helping learners achieve their goals and dreams and ultimately, broadening horizons. In our work as educators we are often asked to effect change – that we are change-makers can be seen in the new curriculums, new material, and even new techniques or methods that we develop. For those of us who conduct research, our research is often focused on finding "better" or more effective ways of teaching often measured in outcomes such as students entered with an average of X and improved to an average of Y. In such a case, improvement = change! But change is also an area of research as can be seen by looking at journals such as the Journal of Educational Change, Changes in Higher Education, Culture and Change, and Educational Research for Social Change, to mention four. It is a serious area of study, and one worth our attention. The focus of the last journal mentioned above is worth looking at. Change is not only about test scores or proficiency going up. It is also about lasting change in one's life, life choices, and looking beyond us as individuals, the society we live in. Social change and a focus on improving the societies we live in is another outcome of education. In recent years, there has been a focus on language and identity. And there has been an embrace of sociocultural theory and language development. At the same time change for the sake of change is not a good reason for change. There is often a tension between the status quo (which is not always bad) and the desire to change. As invested members of our field, we need to be able to examine change, identifying and applying that which is appropriate and will further our goals while also having the wisdom and gumption to reject change that does not make sense. As Dewey said, "reforms which rest simply upon the enactment of law, or the threatening of certain penalties, or upon changes in mechanical or outward arrangements are transitory and futile." And so we welcome you to this year's conferences, where we can examine change in ways that are important to each of us. What are its challenges, its complexities, and its constraints? It is electrifying to think about the wide-ranging conversations we will have as we consider how we can go about educating for change the world over. 12th POST GRADUATE DIPLOMA IN RURAL DEVELOPMENT MANAGEMENT (PGDRDM)

National Institute of Rural Development and Panchayati Raj (NIRDPR) is a premier national center of excellence in rural development. It builds capacities of the rural development functionaries, elected representatives, academicians and young students through inter-related activities of teaching, training, research, action research and consultancy. The NIRDPR announces its twelfth fully residential One-year 'Post Graduate Diploma in Rural Development Management (PGDRDM)' with an aim to create a committed and competent cadre of rural development professionals in the country. The programme seeks to impart management techniques that will enhance the understanding of the paradigm and practice of rural development.
ELIGIBILITY: Graduation in any discipline from a UGC recognised University. Students who are in the final year and expect to complete all the requirements of graduation before 1stAugust, 2016, may also apply.
SELECTION PROCESS: Selection of candidates will be made through a process of All-India Entrance Test which will test the verbal, quantitative and analytical competencies of the students including English Language. Group Discussion and Personal Interviews will be conducted for the short-listed candidates.
ENTRANCE TEST: The Entrance Test will be conducted on 29.05.2016 at the following centres: Bengaluru, Bhopal, Bhubaneswar, Chennai, Dimapur, Guwahati, Hyderabad, Jaipur, Jammu, Kolkata, Lucknow, New Delhi, Patna, Pune and Thiruvanantapuram. However, NIRDPR reserves the right to cancel any of the centres or add new centres for any administrative reasons and assign any other centre to the applicants.
PROGRAMME DURATION: (One year) August 2016 – July 2017
COURSE FEE: For Open / OBC Category`1.60 Lakhs (excluding boarding and lodging) For SC/ST/PWD category `1.25 Lakhs(excluding boarding and lodging)
Board and Lodging: The annual board and lodging expenses will be approximately `1,00,000. Accommodation will be given to the students in NIRDPRHostel.
Caution Deposit: A refundable Caution Deposit of `10,000 is to be paid along with the First Trimester Fee.
Seat Registration Fee: Upon selection, a non-refundable Seat Registration Fee of `20,000 should be paid by the Indian students. This amount will be adjusted against the First Trimester Fee.
SCHOLARSHIPS:
1. Ten students will be eligible for NIRDPR's Scholarship based on their performance.
2.The North Eastern Council, Shillong, will be approached for giving fellowships to economically backward students of North Eastern states.
RESERVATION: Reservations for the students of the SC/ST/OBC (Non-creamy layer) and Persons with Disability (PWD) will be made as per Government of India's policies.
PLACEMENT: NIRDPR will endeavour to make placements on successful completion of the PGDRDM, but does not guarantee the same. However, all the students of the previous Batches of the PGDRDM have been placed. The same trend is expected to continue.

The filled in online (Hard copy) /downloaded applicationform should be submitted along with the Application Fee of `200 (`100/- for SC/ST and PWD candidates) through an Account PayeeDemand Draft drawn in favour of NIRD- PGDRDM, payable at Hyderabad. The filled in application form should be sent to the Coordinator (Admissions), Centre for Post Graduate Studies and Distance Education, National Institute of Rural Development and Panchayati Raj, Rajendranagar, Hyderabad-500030, India, so as to reach on or before 25.05.2016.
Last date for receipt of applications from the students of North Eastern States, Jammu & Kashmir, Andaman & Nicobar Island and Lakshadweep is 25.05.2016. Applications received after the cut-off date shall be rejected. NIRDPR reserves the right to make changes to the Diploma Programme, its design/content and the process of selection, depending upon the exigencies without assigning any reasons whatsoever.
