Visiting Scholars Program 2019 @ IGIDR

Visiting Scholars Program 2019

Overview : The Visiting Scholar Programme (VScP) has been instituted at the Indira Gandhi Institute of Development Research (IGIDR) as one of its outreach activities with the objective of supporting research being conducted by Ph.D scholars and junior faculty members of  Colleges and Universities in India.  The scholarship will enable up to five selected scholars to spend three months at a stretch at IGIDR anytime during 1st Sept. 2019 to 31st March 2020 to work on a proposal that can be satisfactorily completed during their stay.

Eligibility : At the time of application, applicants should possess a Masters degree in any field and be registered for Ph.D on a topic broadly involving any area of economics, including energy and environmental policy.  Applicants are required to submit their curriculum vitae (CV), a research proposal and two letters of recommendation.  One of the letters of recommendation should be from the concerned Ph.D supervisor in the case of a Ph.D student, and the principal of the College/University in the case of a junior faculty member.   Recommendation letters should clearly give the contact details of the Referee.  Candidates should clearly mention in the application the preferred three-month period of stay at IGIDR.  The final period of stay could change depending on the availability of accommodation.

Research Proposal : The proposal should involve economic issues, including those related to energy and environment.  It should be strictly within 1500 words, and its scope should be such that the project can be completed in three months.  Proposals in both theoretical and empirical issues will be considered.  The research proposal should be accompanied by a signed certification by the applicant as well as by the concerned thesis Supervisor/Principal, stating that the research proposal is original work of the applicant, and has not been submitted to any journal for publication.

Selection will be based on a joint evaluation of the CV, letters of recommendation and the quality of the research proposal submitted at the time of application.

Emoluments : Selected scholars will be paid Rs. 17,000/- per month to meet incidental expenses, to and fro three-tier AC train fare, and provided free accommodation on campus for their duration of stay.

Requirements : Selected scholars will be required to submit a progress report of the research project at the end of six weeks and a complete research report along with a seminar presentation of the research finding at the end of the three-month stay.  Failure to submit a progress report on time may lead to the termination of the scholarship programme.  Once the research project is completed and published, the scholar should acknowledge IGIDR in an appropriate way.

Application Deadline & Notification :Applications can be sent electronically or by post to reach IGIDR by 31st July 2019.  Letters of recommendation should be sent by the concerned persons directly to IGIDR via email/post by the respective last date for application.  The subject head for email and top of the envelope for post should indicate APPLICATION FOR VISITING SCHOLARS PROGRAM 2019.  Selected applicants will be notified via email/post by 16th August 2019.  Those selected will have to accept the offer latest by 26th August 2019.

Request for Proposals (RFP) on Methodological Innovations to Improve Data Quality

The National Council of Applied Economic Research (NCAER) is one of India's oldest and largest independent, non-profit, economic and social research institutes. It undertakes grant-funded research and commissioned studies for governments and industry, and is one of the few think tanks globally that also collects primary data. NCAER has set up a National Data Innovation Centre (NDIC) to serve as a laboratory for experiments in data collection, interfacing with partners in think tanks, Indian and international universities, and government. NDIC forms an important core of NCAER's long-standing data collection activities. NCAER, has partnered with the Universities of Maryland and Michigan for the NDIC. Initial funding for NDIC is being provided by the Bill & Melinda Gates Foundation.

Request for Proposal (RFP)

The focus on data-oriented research and the dynamic policy environment impose a great demand for rapid, high-quality, and policy-relevant data. Changing socio-economic conditions and technological innovations necessitate rethinking of both the kind of data being collected and how they are collected. In that context, quality assurance mechanisms play an important role in influencing the credibility of the data being collected.

Therefore, the focus of the current RFP is to seek proposals on methods to improve data quality across the following themes: gender equity, women's time use, health system, health insurance and healthcare expenditure, employment and unemployment, family planning, and financial inclusion.

The proposals on these themes should ideally focus on generating evidence pertaining to the following specific areas relevant to data quality:

Sampling frame for selection of ultimate sampling units
Use of paradata as a quality assurance mechanism
Controlling interviewer bias and variability in outcomes
Real time survey data and consistency checks
Use of machine learning techniques to identify patterns automatically
Secondary data analysis to quantify variability between interviewers
Eligibility and Funding

Applicants affiliated to any academic or research institutes, non-profit organisations, and private companies that have experience in primary data collection and work out of offices located within India are eligible to apply. We hope that the successful applicants will be able to collaborate with NCAER researchers in future activities, allowing NCAER and the Centre to expand both its network as well as the skill sets of professionals associated with it.

The Centre will support a budget of up to Rs. 20,00,000/- (inclusive of all applicable taxes) for a period of 12 months. The budget should clearly indicate the actual needs and modes of utilisation of the funding for the proposed project. There is a provision for two such grants of up to Rs. 20,00,000/- (inclusive of all applicable taxes). However, only one grant for each applicant will be considered for funding.

Aloha and welcome to the beautiful island of Oahu, home to The IAFOR International Conference on Education – Hawaii (IICEHawaii), and The IAFOR International Conference on Sustainability, Energy and the Environment – Hawaii (IICSEEHawaii).

Held in partnership with the University of Hawai'i at Manoa, this international conference encourages academics and scholars to meet and exchange ideas and views in a forum stimulating respectful dialogue, by bringing together university scholars working throughout Hawai'i, the United States, Asia, and beyond to share ideas and research at the intersection of education and sustainability. Last year the conference brought together the President of the University of Hawai'i, CEO of the East-West Center, and Superintendent of the Hawai'i State Board of Education, as well as representatives of the World Bank and UNESCO. This year promises to build on the great energy and support and be even bigger and better.

This event will afford an exceptional opportunity for renewing old acquaintances, making new contacts, networking, and facilitating partnerships across national and disciplinary borders.

Since its founding in 2009, IAFOR has brought people and ideas together in a variety of events and platforms to promote and celebrate interdisciplinary study, and underline its importance. Over the past year we have engaged in many cross-sectoral projects, including those with universities (the University of Barcelona, Hofstra University, UCL, University of Belgrade and Moscow State University), think tanks (the East-West Center), as well as collaborative projects with the United Nations in New York, and the Government of Japan through the Prime Minister's office, and right here in Honolulu with the University of Hawai'i at Manoa for this conference!

With the IAFOR Research Centre at the Osaka School of International Public Policy (OSIPP) at Osaka University, we have engaged in a number of interdisciplinary initiatives we believe will have an important impact on domestic and international public policy conversations. It is through conferences like these that we expand our network and partners, and we have no doubt that IICEHawaii2020 and IICSEEHawaii2020 will offer a remarkable opportunity for the sharing of research and best practice, for the meeting of people and ideas. We expect the resultant professional and personal collaborations to endure for many years, and we look forward to seeing you in Honolulu!

The 5th IAFOR International Conference on Education – Hawaii (IICEHawaii2020) will be held alongside The 4th IAFOR International Conference on Sustainability, Energy and the Environment – Hawaii (IICSEEHawaii2020), and many of the sessions will concentrate on areas at the intersection of education and sustainability. Council for Social Development, Southern Regional Centre, is an institute of advanced research in the social sciences located in Hyderabad, Telangana. The institute has an active and vibrant research agenda in Development Studies and mentors and trains young researchers in research methods and area specialisations – Displacement and Rehabilitation, Policy Studies, Disability Studies, Gender Studies, Adivasi Studies, Intellectual Property Rights and Socio-Legal research. Applications are invited for the post of RBI Chair Professor from senior social scientists with a specialisation in any aspect of Development Studies and a good publication record. The RBI Chair Professor will join the CSD team in strengthening and expanding the work of the institute alongside taking up specific designated programmes annually under the RBI Scheme. Appointments will be made for a fixed term of three years, in the scale of Rs. 37,400-67,000 + 10,000 AGP for in-service scholars and on consolidated salary for superannuated/independent scholars. Emoluments will be based on norms fixed by ICSSR currently as per 6th Pay Commission recommendations. The age of superannuation in CSD is 60 years. In the case of scholars who have superannuated, the age limit for tenure will be 65 years.
